EKL the knightly bound legistlation residing in Debyl V, has been known for centuries to only having the designated Knights and Squires be the main pawns for their actions. After the shattering, a catastrophic incident wiping out multiple anchored 'city class' stations around Debyl V, the legistlation has looked into contracting a select pirate group led by Miroku Hoshi to work outside the bounds and laws that have been in effect since the founding. Until recently pirates have been viewed by the legistlation as being 'Unlawful' and 'Enemies of the Legistlation'. This is still the view, Miroku resides in a gray area within the EKL, raiding, pillaging and murdering others in order to keep the EKL's assets and strategic priorities first.
The head Knights and Execheurs of the EKL has been split on this matter, but Miroku only cares for one thing, Debvyl V, Pirating and making sweet sweet Isk.
