Logi are actually by far the most balanced class of ship in the game right now. There is no 'best' it is all about the situation.
The Oneiros and Guardian have the same sig and nearly the same speed. Both can rep the same amount (disclaimer: the Guardian can use 5 reppers if you only use 1 cap-transfer. example is PvP).
