A common Mistake that people make when trying to design something completely foolproof is to underestimate the ingenuity of complete fools.
The major difference bewteen a thing that might go wrong and a thing that cannot possibly go wrong is that when a thing that cannot possibly go wrong goes wrong it usually turns out to be impossible to get at and repair.
Since the Galaxy began, vast civilisations have risen and fallen, risen and fallen, risen and fallen so often that it’s quite tempting to think that life in the Galaxy must be a)something akin to seasick - space-sick, time sick, history sick or some such thing, and b)stupid.
