Lieutenant Scott McAvoy, a graduate from the Kisogo State War Academy, chose law enforcement early on in his career after his decorated war-hero sister was murdered in a mugging over some Test Cultures instead of in an active warzone. After single-handedly wiping out the gang of goons that was responsible for his sister's death he left CONCORD training stating that "they were too restricted in movement and to rigid in application of rules to understand true justice". Nevertheless he did complete the "Advanced Explosions in Space" and "How to Recognize Unwanted Citadels" classes in record time and with honor. This earned him enough credit to be accepted in the ambitious but top-secret [REDACTED] program.
